Amplified digital TV antenna, for over-the-air broadcast reception. Probably best within 10 miles of tower, because it's quite small, only 6.5" high, 9" long. Designed for UHF band, i.e. RF channels 14 and above (all but KXLY), but might get VHF stations if close to tower.
Item is new, unused in original box, with wall-wart power supply and 4' cable going to TV.
